AI Contract Overview
The U.S. Department of Transportation, through the Office of the Secretary of Transportation, is conducting market research to identify qualified contractors capable of providing comprehensive content creation and multimedia services to standardize and expand its digital and broadcast media capabilities across the nation. This Request for Information (RFI) seeks input from vendors with expertise in end-to-end video production, including pre-production planning, HD and 4K+ filming with professional lighting and audio, studio and on-location shoots requiring frequent travel, and post-production services such as non-linear editing, motion graphics, color grading, sound design, and livestreaming. The anticipated contract would span five years, consisting of a one-year base period and four one-year option periods at the government’s discretion, with performance primarily remote but requiring all personnel to reside within 50 miles of Washington, D.C., due to the need for on-site support at federal facilities. Deliverables must adhere to strict federal standards, including Section 508 accessibility requirements for closed captioning and audio descriptions, compliance with the Plain Writing Act, GPO Style Manual, and DOT branding guidelines, and must be delivered in industry-standard formats such as ProRes and H.264. Respondents are required to submit a concise five-page capability statement that demonstrates experience with similar-scale projects, clearly state their business size, provide their GSA contract number and SIN if applicable, include estimated costs, and supply three relevant past performance references from the last five years. The government emphasizes technical acceptability over price, indicating a future award on a Lowest Price Technically Acceptable basis, and has not specified any socioeconomic set-asides, reserving the right to solicit from any business type based on market research outcomes. Key personnel requirements include four full-time videographer/editors with Adobe Creative Suite proficiency, one graphic designer experienced in federal compliance tools, and three AV technicians skilled with live production systems like TriCaster and Blackmagic ATEM. The government will furnish equipment such as cameras, lighting, and software licenses, with contractors responsible for inventory management and reporting maintenance issues. No formal contract clauses or pricing structures are included in this RFI, as it serves solely as a pre-solicitation tool to gather capability data; a future RFP or RFQ will follow, potentially leveraging existing GSA Schedule vehicles. Submissions must be emailed to Stephen Jones by May 7, 2026, with the exact subject line “RFI S-1 Content Creation and Media Services” to ensure consideration.
