TM Fiber Optic Network

This is a sources sought notice issued by the Department of Commerce’s SSPO for the TM Fiber Optic Network project, soliciting industry input on the capability to replace the existing fiber backbone at the NTIA Table Mountain Field Site in Longmont, Colorado. The scope involves installing approximately 18 kilometers of armored, jacketed single-mode and multi-mode fiber optic cable using directional boring and open trenching methods to create a high-capacity optical ring and spurs connecting all ITS-owned buildings on the site. The network must support data transmission rates exceeding 10 Gbps between any two points and include full documentation with construction blueprints, as-built drawings, a comprehensive Bill of Materials listing equipment, vendors, and costs, along with recommendations for outside plant cabinets, pedestals, distribution bays, transceivers, and industry-standard signage for buried cables and splice points. All fibers must be clearly labeled at termination points and within buildings, and all equipment and cabling must be installed in accordance with strict marking and documentation standards. The contractor must be prepared to meet stringent site access requirements, including verifying that all personnel are U.S. citizens or hold valid H-1B visas, submitting driver’s license or visa copies for background coordination, and limiting on-site access to one person per trade unless otherwise approved. Work is expected to commence within 90 days of award and must be completed within 365 days from that date, with a total performance period not to exceed two years from contract award. Standard work hours are Monday through Friday, 7:00 AM to 3:30 PM, with no access permitted on weekends or federal holidays without prior coordination. Post-installation obligations include providing all manuals, licenses, warranties, and system access credentials to the Contracting Officer, offering 90 days of free on-site troubleshooting, and at least one year of phone support—whichever is longer based on commercial warranties. The system is subject to 100 percent on-site inspection by the Government’s Project Inspector and final acceptance by ITS staff after complete resolution of any defects. Liquidated damages of $500 per day apply for each day the project exceeds the agreed completion date, which must be within 30 days of the Notice to Proceed. This notice is non-binding and does not constitute a solicitation, and respondents bear all costs associated with their submission.
