Torrance Refinery Water Recycling Plant Programmable Logic Controller Replacements

West Basin Municipal Water District has issued solicitation RFP-DS-0149 to engage a System Integrator for the replacement of three obsolete process-level Programmable Logic Controllers (PLCs) and associated SCADA equipment at the Torrance Refinery Water Recycling Plant. The project aims to mitigate the high risk of unplanned facility shutdowns by replacing existing Modicon 984 and Quantum controllers with at least three Modicon M580s. The scope of work includes transferring control logic, designing network and panel drawings, developing HMI screens, and performing comprehensive testing, including baseline field loop checks, Factory Acceptance Testing (FAT), and Site Acceptance Testing (SAT). All work must adhere to the District's specific instrumentation, control, and electrical standards, as well as cybersecurity policies and California prevailing wage laws. Proposals are due by November 5, 2026, and will be evaluated on a 100-point scale based on the best overall value. The District provides scoring incentives for Small, Local, and Veteran Owned Business Enterprises, with potential point additions or price reductions for qualifying firms. Selected consultants will be required to provide professional qualifications for key personnel and maintain specific insurance minimums, including 2 million dollars in commercial general liability. The contract will be administered on a time-and-material basis, with monthly invoicing submitted to the District's Carson, California office.
