The contract involves the selection of a consulting firm to provide training and sensitization services focused on handling risks related to human trafficking. This initiative is part of a larger project funded through a Millennium Challenge Grant Agreement between the United States government, via the Millennium Challenge Corporation (MCC), and the Government of El Salvador. The overall grant totals US$365.2 million and supports several projects, including the Human Capital Project, Investment Climate Project, Logistical Infrastructure Project, and administrative costs. The consulting services to be procured will specifically target personnel involved with contractor companies, their subcontractors, supervisory engineers, and workers engaged in the Logistics Infrastructure Project, particularly around the Littoral highway. The goal is to raise awareness and equip these individuals to prevent involvement in human trafficking, sexual harassment, or bullying, while ensuring the surrounding communities are also informed about prevention and response mechanisms. The contract term consists of a base period of 455 calendar days, with an optional extension of 100 days, beginning upon the issuance of a Commencement Order by FOMILENIO II. The procurement process follows a Quality and Cost Based Selection (QCBS) method in line with MCC procurement guidelines. Key dates outlined include a non-mandatory pre-proposal conference held on February 12, 2018, and a final deadline for proposal submissions on March 14, 2018. All proposals must be submitted in Spanish and comply with restrictions stemming from MCC funding, including exclusion of any entities blacklisted or suspended from similar international funding programs. Interested firms can access the Request for Proposals documentation free of charge via FOMILENIO II’s office or website and register their contact details to receive updates. The procurement emphasizes transparency, financial viability, and adherence to all relevant regulations to ensure effective and responsible delivery of the consulting services.
