Traumatic Brain Injury Center of Excellence

This is a Notice of Intent and not a Request for Quote/Proposal.

The Defense Health Agency (DHA), Healthcare Contracting Division - Northeast (HCD-NE), on behalf of the Traumatic Brain Injury Center of Excellence (TBICoE), intends to award a cost-plus-fixed fee contract for TBICoE research and support services on a sole source basis to General Dynamics Information Technology, Inc., 3150 Fairview Drive, Suite 100, Falls Church, VA 22042-4504, CAGE Code 07MU1.

The anticipated award will be made under the statutory authority permitting Other than Full and Open Competition in accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.  This contract shall support the Military Health System, Defense Health Agency, and the Department of War, to execute education, training, clinical support tools, clinical recommendations, and research requirements on brain injury and warfighter brain health.  Traumatic Brain Injury (TBI) is the most common injury in the current theater operations (i.e., Operation Epic Fury), and without a contract in place, a  work stoppage will result in failure to provide all pre-deployment brain injury and brain health training and education to providers, line leaders, service members, and family.  The estimated period of performance for this effort is from September 25, 2026, through December 24, 2026, with an additional three-month option.  Addtionally, the anticipated contract will contain FAR Clause 52.217-8, Option to Extend Services.

This notice of intent is NOT a request for competitive proposals or quotations.  Requests for copies of a solicitation in response to this notice wil not be honored or acknowledged.  Phone calls will not be accepted.  A determination by the Government to not compete this proposed action based upon responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government.  Interested parties may identify their interest and capabilities to fulfill this requirement by responding to this notice no later than 10:00 a.m. EST, Thursday, September 24, 2026, by email to john.a.cowgill4.ctr@health.mil and cc: gregory.m.crump.civ@health.mil .  All information submitted should support the offeror's capability to provide the services required and shall be furnished at no cost or obligation to the Government.
