Solicitation # FA701426Q0048
The Department of the Air Force is seeking a total small business set-aside under NAICS 512110 to provide professional digital media services for the Office of the Deputy Under Secretary of the Air Force, International Affairs. The objective is to produce a high-quality training and communication video, with a maximum runtime of 150 seconds, that explains the Burden Sharing initiative. The video will utilize 2D and 3D animation, motion graphics, and narration to illustrate how cooperation with allies and partners enhances collective security and strategic flexibility, specifically featuring the F-35A and other operational defense assets. The resulting contract will be a single firm-fixed-price award with a period of performance from September 23, 2026, to December 23, 2026. The procurement follows a phased, best-value tradeoff evaluation process. Offerors must pass three mandatory gates: a 3D model demonstration of the F-35A, a supporting storyboard, and a 10-15 second micro-video sample. Technical merit, specifically cinematic effect and audience engagement, is weighted as significantly more important than price. Key deliverables include a project management plan and production schedule due within 10 days of award, a creative treatment, and the final edited video. All work must be performed within the United States, and submissions must be handled through the PIEE Solicitation module. Invoicing and payments will be processed electronically via the Wide Area WorkFlow system.

The U.S. Embassy in Kuala Lumpur is soliciting quotations for the production of a broadcast-quality television program documenting the experiences of six Malaysian football students participating in a U.S.-based exchange program. The project, identified by solicitation number 19MY3026Q0010, requires full production activities—including pre-production, filming, editing, and delivery—to be conducted entirely within Malaysia between July and September 2026, with key locations including Kuala Lumpur, Keningau, Kota Bharu, and parts of Selangor. The final deliverable is a 30- to 60-minute program featuring English narration with Malay subtitles for non-English dialogue, accompanied by promotional teasers, social media cutdowns, all raw footage, project files, and a final report summarizing program outcomes. All materials produced under this contract become the exclusive property of the U.S. Embassy and must include branding for both the U.S. Embassy and the Freedom 250 initiative. The fixed budget is set at MYR 195,000, covering all costs associated with production in Malaysia; no adjustments or additional funds are permitted, and no payment will be made until final approval of all deliverables. Submission of a quotation is mandatory by 12:00 noon on May 20, 2026, via email to KualaLumpurDTO@state.gov with the specified subject line, and contractors quoting above $40,000 USD must maintain an active registration in SAM.gov. The Embassy retains final approval authority over all creative content and requires a minimum of three rounds of revisions before acceptance, with technical specifications to be confirmed post-award with the Malaysian broadcast partner. Subcontractors must be disclosed, and the contractor is solely responsible for securing all local permits, releases, and legal clearances, while the Embassy provides access to participants and coordinates their release forms. No formal evaluation factors, weighting, or FAR clauses are prescribed; award is expected to be based on compliance with deliverables, technical quality, and cost within the fixed budget, with full payment issued within 30 days of invoice submission after successful completion.
