Campus Style Dining Venue (CSDV) 2.0 (B) SolicitationThe U.S. Army Installation Management Command, on behalf of the Army Materiel Command’s Food Innovation and Transformation Program Office, is seeking to establish a single firm-fixed price Indefinite Delivery-Indefinite Quantity (IDIQ) contract with a concessionaire to finance, design, build out or renovate, and operate and maintain Campus Style Dining Venues (CSDVs) at three designated U.S. Army garrisons. This is a Nonappropriated Fund Instrumentality (NAFI) solicitation governed under AR 215-4 and is not subject to the Federal Acquisition Regulation (FAR) or other appropriated fund provisions. The contract will require the contractor to provide end-to-end dining services including facility construction aligned with the CSDV Construction Guide V2, adherence to federal and Army nutritional standards, integration of IT systems for transaction processing, and compliance with stringent food safety and packaging requirements such as sanitary sourcing, temperature controls, labeling, and contamination protection. The facility design and operations must support ESM meal rates and community needs, with deliverables including sample menus, maintenance schedules, and operational protocols tailored to each garrison. The contract has a base performance period of five years with up to five one-year option periods, potentially extending the total duration to ten years. The contractor will pay a monthly flat fee to the NAFI, with no fixed amounts specified at this stage, as pricing will be determined post-award through task order negotiations. Evaluation of proposals will follow a trade-off process, prioritizing technical merit over price, with the Business Plan Proposal being the most critical factor, assessed across sub-elements like business operations, nutritional services, IT implementation, marketing, facility build-out, maintenance, and overall facilities design, followed by the Management Plan Proposal covering experience, controls, and customer service. Proposals must be submitted electronically in three distinct volumes via the DoD SAFE portal no later than July 2, 2026, with strict formatting and file type requirements. All personnel must be U.S. citizens or cleared through appropriate vetting, wear ID badges at all times, and comply with military-specific security, force protection, and conduct rules—including prohibitions on alcohol, gambling, loitering, and prohibited substances. The contractor is required to indemnify the government for third-party claims, manage transitions through defined phase-in and phase-out periods, and surrender installation access credentials upon employee separation. Government-furnished equipment and detailed garrison-specific data on earnings, headcounts, wage determinations, and facility layouts are provided
