The U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Mission Area, is finalizing its acquisition approach for the consolidated solution supporting FPAC operational teams and business operations. USDA intends to utilize the USDA STRATUS Pool 2 – Small Business Track as the competitive vehicle for the forthcoming solicitation.


FPAC intends to consolidate multiple related support requirements into a single acquisition for FPAC Business Operations. This includes the ongoing requirement for AWS cloud operational support services sustaining approximately 400 business applications. Historically, these network and cloud support services were fulfilled under four separate contracts, each containing overlapping or related requirements. Market research supports that consolidating this suite of commercially available services will:


• Produce significant cost savings,
• Reduce administrative burden, and
• Improve mission support through unified management and elimination of duplicative efforts.


In accordance with FAR 7.107‑2, FPAC is conducting all required reviews and documentation related to consolidation. The required written determination that the consolidation is necessary and justified—by the Senior Procurement Executive or Chief Acquisition Officer—is currently underway and will be issued upon completion. USDA is providing this notice to inform industry of the intended approach; the formal approval of consolidation will be finalized prior to release of the solicitation.


This notice is for informational purposes only and does not constitute a Request for Quote (RFQ), Request for Proposal (RFP), or invitation to bid. No proposals are being requested at this time.


Once acquisition planning is complete and consolidation approval is formally issued, USDA will release the official solicitation under the STRATUS Pool 2 Small Business Track.
