The U.S. Department of Agriculture, Farm Production and Conservation Mission Area, is preparing a consolidated acquisition under Solicitation Number 12314426Q0100 to unify multiple existing contracts into a single, comprehensive cloud support effort for approximately 400 business applications. This consolidation, authorized under FAR 7.107-2 and justified by an estimated 72.6% cost savings and reduced administrative burden, will be executed through the USDA STRATUS Pool 2 Small Business Track, with a total estimated value ranging from $21.2 million to $44.1 million including four option periods extending through June 30, 2031. The acquisition is structured as a firm-fixed-price, level-of-effort task order with invoicing tied to predefined monthly CLINs and outcome-based deliverables rather than labor hours, ensuring predictable costs and performance accountability. The place of performance is Alexandria, District of Columbia, with the contracting office located in Fort Collins, Colorado, and oversight managed by a single prime contractor to eliminate duplication and standardize security, governance, and service levels across all applications. This set-aside is a total small business opportunity under FAR 19.5, limited exclusively to small businesses pre-qualified within the STRATUS Pool 2 framework, with only one offeror holding small business, 8(a), and HubZone certifications. The Procurement Center Representative for the U.S. Small Business Administration, John Steven Butts, has been formally designated and referenced in amendments to the acquisition package, which include an approved consolidation determination memo and the assignment of PCR responsibilities. The solicitation follows a trade-off evaluation approach that values technical merit, security compliance, operational continuity, and small business participation over cost alone, with no formal LPTA designation. Although no specific contract clauses, evaluation factors, or packaging requirements are documented in the current materials, the contractor will be bound by USDA IT policies, DR-3650-001, and the STRATUS BOA, and must adhere to unified enterprise-wide security protocols, subcontracting limitations under FAR 19.8 and 19.14, and standardized performance reporting. Proposals are due by June 29, 2026, and must be submitted electronically via the designated federal portal, with no physical delivery or marking requirements applicable due to the purely digital nature of the services.

SPECIAL NOTICE
Subject: Upcoming USDA Solicitation – Consolidated Operational Teams and Support Services
Agency: U.S. Department of Agriculture (USDA)
Mission Area: Farm Production and Conservation (FPAC)
Office: Office of Contracting and Procurement (OCP)

The U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Mission Area, is finalizing its acquisition approach for the consolidated solution supporting FPAC operational teams and business operations. USDA intends to utilize the USDA STRATUS Pool 2 – Small Business Track as the competitive vehicle for the forthcoming solicitation.

FPAC intends to consolidate multiple related support requirements into a single acquisition for FPAC Business Operations. This includes the ongoing requirement for AWS cloud operational support services sustaining approximately 400 business applications. Historically, these network and cloud support services were fulfilled under four separate contracts, each containing overlapping or related requirements. Market research supports that consolidating this suite of commercially available services will:

• Produce significant cost savings,
• Reduce administrative burden, and
• Improve mission support through unified management and elimination of duplicative efforts.

In accordance with FAR 7.107‑2, FPAC is conducting all required reviews and documentation related to consolidation. The required written determination that the consolidation is necessary and justified—by the Senior Procurement Executive or Chief Acquisition Officer—is currently underway and will be issued upon completion. USDA is providing this notice to inform industry of the intended approach; the formal approval of consolidation will be finalized prior to release of the solicitation.

This notice is for informational purposes only and does not constitute a Request for Quote (RFQ), Request for Proposal (RFP), or invitation to bid. No proposals are being requested at this time.

Once acquisition planning is complete and consolidation approval is formally issued, USDA will release the official solicitation under the STRATUS Pool 2 Small Business Track.

No additional information is available at this time.
