Provide confidential assessment, counseling and referral services, supervisory training and mental health education for the approximately 1200 employees of the U.S. Army Corps of Engineers, New Orleans District (MVN).


This is a combined synopsis/solicitation for a commercial service procurement prepared in accordance with the format in RFO 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.



Solicitation Number W912P8-26-Q-A020 is being issued as a 100% Small Business Set-Aside only procurement under a Request for Quote (RFQ). It is being procured as Firm-Fixed Price under RFO Part 12, Acquisition of Commercial Items. The designated NAICS code is 624190 – Other Individual and Family Services, Size Standard $16,000,000.00. The PSC code for this requirement is Q999 – Medical - Other.



The basis of award will be Lowest Priced Offeror(s). Additionally, Offerors must quote on all items to be eligible for award. The Government will award one (1) contract resulting from this solicitation to the responsible Offeror(s) whose Offer conforms to ALL requirements of the solicitation.


General Instructions to Offerors:
All Offerors MUST be registered in SAM.gov as a Small Business under NAICS code 624190 to be considered for award. NOTE: (RFO 52.204-7) In accordance with RFO 4.203, states prospective Offerors shall be registered in the Department of Defense "System for Award Management" (SAM) database at the time of submission of its offer. If your company is not registered in SAM you may do so by going to: http://www.sam.gov. You may be required to provide your company's unique entity identifier (UEI) issued by the GSA. If you do not have a UEI, one can be obtained by calling (866) 606-8220 or by going to: http://www.sam.gov.


IAW RFO 5.201, Publicizing and Response time. The Contracting Officer should consider the circumstances of the individual acquisition, such as complexity, availability, and urgency, when establishing the solicitation response time. Quotes are to be received via e-mail no later than 11:00 AM (local time) on 02 June 2026. (Your E-mail submission must be checked and determined to be "virusfree" prior to submission). Once the agency receives your quote at the email addresses below, you will then receive a confirmation email stating your quote was received. If an Offeror does not receive a reply acknowledging receipt electronically from the New Orleans District, it is incumbent upon the Offeror to seek confirmation from the issuing Contracting office by phone. The Government requires your quote remain valid for 60 calendar days from date of submission. Quotes shall be submitted to both the Contract Specialist, Evan Woitha at Evan.G.Woitha@usace.army.mil and the Contracting Officer, Anedra Baldwin at Anedra.A.Baldwin@usace.army.mil. Any questions regarding this synopsis/solicitation, shall be submitted by e-mail to the Contract Specialist, Evan Woitha at Evan.G.Woitha@usace.army.mil and the Contracting Officer, Anedra Baldwin at Anedra.A.Baldwin@usace.army.mil no later than 11:00 AM (local time) on 22 May 2026.


Offerors must provide requested pricing to include monthly and yearly totals. Estimated effective date August 1, 2026, period of performance not to exceed 5 years.
