Family Advocacy Program (FAP) Annual Training Amended

The Contractor is required to deliver a four-day Family Advocacy Program (FAP) training for IMCOM Europe staff at the Edelweiss Lodge in Garmisch, Germany, between July 20 and 23, 2026, in full compliance with the Performance Work Statement (PWS). The Contractor must furnish all nonpersonal services, including instructors, facilitators, airfare, travel, lodging, supplies, materials, and any automated data processing equipment necessary to conduct the training. The program must include structured sessions for NPSP and DAVA tracks, at least eight breakout sessions, and provide a minimum of 32 Continuing Education Units (CEUs), with three each in ethics and cultural competency. All deliverables are subject to zero deviation, with performance monitored through a Quality Assurance Surveillance Plan (QASP) and inspected by the Contracting Officer’s Representative at the training site. The contract is a Firm-Fixed-Price (FFP) award under a Lowest Price Technically Acceptable (LPTA) evaluation method, where offers must first be rated technically acceptable and have an acceptable Supplier Performance Risk score before price becomes the sole determining factor. The Government will accept services at the training location in Germany, with final acceptance tied to strict compliance with PWS requirements and the Performance Requirements Summary. The contract includes mandatory clauses covering personal identity verification, whistleblower rights, anti-trafficking, equal opportunity, contractor code of conduct, subcontractor restrictions, and prohibitions on certain telecommunications equipment and ByteDance applications. Personnel must comply with U.S. and Host Nation security regulations, obtain required clearances, wear visible IDs with photo and company name at all times, and return access credentials within one day of termination. The Contractor must also mitigate any organizational conflicts of interest, notify the Contracting Officer promptly of potential issues, and adhere to all service contract labor standards. The Government retains the right to extend performance by up to six months total in increments, contingent upon written notice. Invoicing must be submitted exclusively via Wide Area WorkFlow (WAWF) and sent to the designated payment office in APO, AE. All deliverables must be clearly marked as government-owned, and country of origin certification must be provided for end products. The solicitation requires a technical proposal not exceeding 75 pages in 12-point font, with no pricing details disclosed publicly, though the contract is expected to be awarded to the lowest-priced technically acceptable offeror.
