AI Contract Overview
The U.S. Army War College, through the Department of Defense’s W6QM Micc-Carlisle Barracks office in Carlisle, Pennsylvania, is seeking a total small business set-aside blanket purchase agreement (BPA) to procure advertising expertise services aimed at enhancing recruitment for graduate-level educator, researcher, and administrative positions. The BPA, identified by solicitation number W91QF026QA009 and posted on May 28, 2026, with a response deadline of June 4, 2026, is designed to leverage a major academic media platform with a proven subscription base among higher education professionals to supplement outreach beyond the USAJOBS.gov platform. Vendors are expected to deliver comprehensive advertising packages across multiple formats, including print media, digital platforms, and direct market engagement, targeting audiences within colleges and universities nationwide. The annual contract ceiling is fixed at $10,000, with individual call orders capped at $2,500 unless authorized by the Contracting Officer within the Mission and Installation Command, and payment for these orders must be made via the Governmentwide Commercial Purchase Card. All proposals must be submitted electronically via email to the primary point of contact, Jennifer Wohlford, with a copy to Christine Cairo, and must be structured into three distinct volumes: an acknowledgement and administrative section, a technical volume that must exclude all pricing information, and a separate price volume. Offerors must submit proof of certification as a small business and comply with stringent representation and certification requirements under Class Deviation 2023-O0001, particularly for small business joint ventures. The technical proposal will be evaluated solely on the contractor's demonstrated understanding of the requirements, with price and certification serving as pass/fail gates rather than weighted factors. Contractors must adhere to rigorous cybersecurity mandates under DFARS 252.204-7012, comply with prohibitions on sourcing telecommunications equipment and materials from restricted jurisdictions, and confirm no involvement with entities involved in trafficking, debarment, or other unethical practices. Invoicing is governed by electronic submission requirements per DFARS 252.232-7003, and the BPA performance will be executed at Carlisle, Pennsylvania, with a mandatory negotiable start date upon award. The solicitation enforces strict compliance with federal acquisition regulations, including prohibitions on internal confidentiality agreements, whistleblower rights disclosure, and export controls, and explicitly excludes faxed or telephonic
