STATEMENT OF WORK

USCGC ALEX HALEY (WMEC-282)

SERVICES FOR ASBESTOS ABATEMENT

1. Objective. The objective of this Statement of Work (SOW) is to perform abatement on asbestos pipe insulation on United States Coast Guard Cutter (USCGC) Alex Haley. This is a critical health and safety issue for the crew members.

1. References. For any listed references to be distributed, the contractor must be registered in the Joint Certification Program (JCP) through Defense Logistics Agency (DLA) and provide your JCP number to the listed point of contact for this work.

2. Background. An industrial hygiene sample survey for asbestos was performed in October 2025. Lab results conducted by the United States Navy identified a section of pipe insulation exceeding the authorized threshold (1%) for asbestos-containing material (ACM). This requirement is for a qualified contractor to perform asbestos abatement to remove the identified ACM and leave the affected work area clean and safe in accordance with all federal, state, and local requirements.

1. Tasks. The contractor shall provide material and labor services that includes the following:
   
   1. Once the Contractor is approved for services by a warranted Contracting Officer (KO), coordinate work with the USCG Technical Points of Contact (TPOCs).
   2. USCG personnel will operate all shipboard machinery and equipment. USCG personnel will secure and tag applicable shipboard machinery and equipment prior to the start of any work. Observe safety precautions when working with electrical and electronic equipment. Failure to comply exposes personnel to the danger of electrical shock and personal injury.
   3. Pre-Work Meeting. Attend a pre-abatement meeting with the Government to review work plan and procedures, if required. Attend fire and emergency procedures brief provided by cutter personnel before starting work, if required by the Government.
      1. Coordinate with cutter personnel before staging equipment, erecting containment, or routing hoses, cords, ducting, or waste such that watertight doors, hatches, scuttles, ladders, escape routes, firefighting equipment, damage control fittings, or fire-main components are obstructed.
      2. Ensure no containment, barrier, tool, material, or waste container blocks or degrades access through watertight or fire boundaries unless specifically approved by the Government and cutter personnel.
      3. Maintain immediate access to emergency egress routes and required shipboard safety equipment at all times.
      4. Stop work and secure the area as directed by cutter personnel in the event of a shipboard emergency, fire, drill, or casualty response.
   4. The contractor is not required to perform bulk sampling for ACM confirmation. This testing is completed and provided in section 10 of this document.
   5. Establish regulated areas, barriers, warning signs, access controls, containment, and decontamination procedures necessary to prevent the spread of asbestos fibers. Protect adjacent compartments, vessel equipment, shipboard systems, and personnel from contamination or damage during the work.
      1. Maintain the work area as a negative air pressure zone relative to adjacent areas and exhaust air with a suitable HPEA filter. Do not contaminate adjacent non-affected compartments or zones. Use of compressed air, conventional vacuum, and dry sweeping is not permissible, during abatement.
   6. Furnish all labor, tools, materials, PPE, HEPA-filtered equipment, wetting agents, bags, drums, labels, and other supplies necessary to safely perform the abatement.
   7. Remove confirmed asbestos-containing pipe insulation identified in Table 1 using compliant methods and approved asbestos work practices. Collect, package, label, containerize, store, transport, and dispose of asbestos waste in accordance with applicable law. All waste shall be disposed of at an approved facility authorized to receive asbestos-containing waste. Maintain the work area free of visible dust and debris throughout performance of the work.
      1. The contractor must comply with all applicable Federal, state and local laws, and regulations including 40 CFR 61.150 and 29 CFR 1915.1001. Provide all notices to the EPA, as required by 40 CFR 61.145 and other applicable state and local agencies, prior to commencing asbestos removal.
      2. The contractor shall provide written notice to the TPOCs and KO at least 24 hours prior to commencing asbestos abatement work, unless a longer notice period is required by law or local procedure. Additionally, each workday. notify the ship’s Quarterdeck and Officer of the Day (OOD) prior to starting any abatement task, to ensure a timely announcement to Coast Guard personnel to vacate the affected area. Coast Guard personnel are not permitted to be in the location of abated spaces while abatement is being performed. Each workday, notify ship’s Quarterdeck and OOD upon conclusion of abatement tasks.

1. 1. Post-Abatement Clearance. Perform cleaning of the regulated area and all affected adjacent surfaces using asbestos-compliant cleaning methods. Perform steps outlined in SFLC Std Spec 0000 Appendix B, section 2.2.14.5.6.1 to ensure the work area meets the required acceptance criterion of less than 0.01 fibers per cubic centimeter, or stricter governing requirement if applicable. Submit a CFR with results.
      1. USCG personnel will be authorized to enter an abated space or location only after satisfactory aggressive air sample results. Upon satisfactory results, a visual inspection will be completed by designated USCG personnel or TPOCs.
      2. Re-clean and re-test any area that fails visual inspection or clearance criteria at no additional cost to the Government.
   2. Submittal Requirements. The contractor must submit closeout documentation, including waste shipment records, disposal manifests, final clearance documentation, and certificate of completion. If hidden or additional suspect ACM is encountered outside the scope, the contractor shall stop working in that area and notify the Contracting Officer. Submit via CFR.
      1. The certificate of completion manifest must be submitted, signed, and dated within 3 working days after hazardous materials removal work is complete.
      2. The final clearance air monitoring certification must be submitted, signed, and dated within 5 working days after testing.
   3. The contractor shall adhere to the following guidance for contract modifications and changes:
      1. Pricing for any additional travel costs, material, or labor hours will be requested and handled by the KO under the terms of the contract. Any repairs beyond the base scope identified shall be documented in a Condition Found Report (CFR) with a technical description of the recommended work. The CFR shall be provided to the TPOCs and the Contracting Officer.
      2. Any additional work will be authorized only by the KO through a written contract modification. The contractor shall not perform any repairs beyond the base scope until specifically authorized in writing by the KO. If the Government elects to proceed with additional work, the KO will issue a written contract modification that identifies the authorized additional work and associated firm fixed price. The contractor shall base any proposal for additional work on the findings in the CFR.
   4. The contractor shall include the following as part of their contract proposal to the Government’s solicitation.
      1. Site-specific asbestos hazard abatement plan/work plan.
      2. Provide all required permits, notifications, licenses, worker certifications, supervisor certifications, transporter qualifications, disposal facility documentation, proof of insurance for asbestos abatement, and testing laboratory information.

1. Security Requirement. Access to government facilities is required. Contractors shall have a valid government issued ID (or driver’s license) and show identification at the security gate. Contractor must provide full name, date of birth, and driver’s license #. Only REAL ID Act compliant driver’s licenses and ID cards are authorized for base access. For security processing, USCG recommends contractors with U.S. citizenship.

   1. This scope is for asbestos abatement of confirmed asbestos-containing pipe insulation only. Sampling for asbestos confirmation is not required for the identified pipe insulation in this scope. Replacement insulation, painting, lagging restoration, pipe repair, or other restoration work is not included unless specifically added elsewhere in the contract.
