USCGC MUNRO requires replacement insulation covers for its Gas Turbine Bleed Air Hose due to damage caused by oily water contamination, which prevents the Main Gas Turbine from operating when external temperatures exceed 40 degrees Fahrenheit. The insulation must be replaced with new, reusable covers designed to restore full mission capability, as the turbine’s current non-operational status severely impacts the vessel’s readiness. The covers must precisely match the dimensions of the existing inner and outer layers—34” by 22” by 2” and 45” by 28” by 2”—and be constructed in compliance with ASTM F683-99, using layered glass fiber felt for thermal protection up to 450 degrees Fahrenheit. The inner surfaces and ends must be enclosed with wire-inserted knitted mesh or fibrous glass cloth, while the outer surface must be covered with fibrous glass cloth and sewn and quilted to ensure uniform thickness, strength, and rigidity. The work must be completed by the contractor at their facility and delivered to USCG Base Alameda in California by July 15, 2026, with performance required between July 1 and July 15, 2026. The contract is a total small business set-aside under NAICS code 336611, with a response deadline of July 1, 2026. The contractor is responsible for supplying all materials, equipment, and services to meet technical and functional requirements. References to Coast Guard drawings 750-WMSL-508-001 Rev C and 750-WMSL-259_023 Rev C are included to guide fabrication, and contacts for procurement and technical inquiries are provided to support smooth execution. The urgency of this task is emphasized due to the operational impact on the vessel’s mission readiness.

General Info

Replace damaged gas turbine insulation covers to restore mission readiness by July 15, 2026, per ASTM F683-99 and specific dimensions.

STATEMENT OF WORK (SOW)

FOR

GAS TURBINE BLEED AIR HOSE INSULATION

CGC MUNRO has a need to replace insulation covers on the Gas Turbine Bleed Air Hose.  The ship’s Main Gas Turbine is currently non-operational and has an immediate need for new insulation materials as outlined in this Statement of Work (SOW).

1.0  GENERAL

    1. Background

USCGC MUNRO inadvertently soaked the insulation surrounding GTBA-HOSE-1 with an oily water. The hose is for the anti-icing bleed air system located underneath the Main Gas Turbine Module. Inundated insulation causes smoking when the Gas Turbine is operated in external temperatures above 40 degrees; preventing operation of the turbine.

    1.  Scope

The scope of this contract is defined by the efforts and tools required to support USCGC MUNRO (WMSL 755). The Contractor shall manufacture new removeable insulation covers to the dimensions and specs provided.

    1. OBJECTIVE

The goal is to return CGC MUNRO to Fully Mission Capable (FMC) status. This is a critical need and shall be completed as soon as possible, in order to minimize negative operational impact to MUNRO’s Operational Commander.
