AI Contract Overview
The U.S. Navy, through NAVSUP Fleet Logistics Center Yokosuka, has issued a competitive solicitation under number N6264926RL017 for the Mid-Term Availability (MTA) of the USNS CITY OF BISMARCK (T-EPF 9), with a performance period stretching from 1 February 2027 to 16 April 2027, and an optional extension through 16 May 2027. The contract is structured as a hybrid award combining Firm-Fixed Price (FFP) and Time and Materials (T&M) Contract Line Item Numbers (CLINs), where CLIN 0001 covers the core MTA scope as defined in the Work Item Package (Attachment J-1), and CLINs 0003 and 0004 serve as non-severable T&M growth elements with not-to-exceed ceilings for labor and material/subcontractor costs, respectively. Costs under the T&M CLINs may not be incurred without written authorization from the Contracting Officer, and all pricing must be submitted in net U.S. dollars inclusive of all charges. The place of performance is restricted to the contractor’s facility within the U.S. 7th Fleet Area of Responsibility, explicitly prohibiting any work activity in India. The solicitation requires offerors to be actively registered in SAM.gov and to complete all necessary electronic representations and certifications, including DFARS clauses governing foreign ownership, defense telecommunications equipment, trade agreements, and trafficking in persons compliance. All proposals must be submitted electronically via email by 10:00 a.m. Singapore time on 11 August 2026, following strict formatting rules such as a single zipped file with segregated volumes—Volume 1 for pricing and Volume 2 for technical elements—and must remain valid for 180 days post-deadline. Attachment J-3 must be used to submit detailed price breakdowns in Excel format, and any zero-dollar line items must be explained in the cover letter. The technical and past performance factors are evaluated as pass/fail gates; failure in either disqualifies an offeror regardless of price, while award will be made exclusively to the lowest evaluated price among those who meet the minimum technical and past performance thresholds. Invoicing must follow Wide Area WorkFlow (WAWF) protocols, with cost vouchers for T&M items and invoice/receiving reports for fixed-price deliveries, submitted to designated Navy
