The Department of Commerce, through NOAA’s National Marine Fisheries Service in Beaufort, NC, intends to negotiate a sole source contract with Gulf Diving LLC to provide live-aboard dive vessel services aboard the M/V Spree for a seven-day research cruise in the Dry Tortugas, located 80 miles west of Key West, Florida. Set aside for small businesses under NAICS code 561520, this contract supports scientific dive operations essential for monitoring fish populations, particularly mutton snapper, within the Tortugas Ecological Reserve South of the Florida Keys National Marine Sanctuary. The M/V Spree is uniquely qualified for this mission, offering berthing for up to 24 personnel, three daily meals, fresh drinking water, transit from Key West, enriched air nitrox fills for diving, advanced diving gas capabilities for technical dives to depths up to 240 feet, and essential onboard amenities such as GPS navigation, electrical outlets, dry workspace for camera and laptop use, and hot and cold deck water for laboratory needs. The vessel also possesses a current permit for scientific research within the sanctuary and is uniquely outfitted with a U.S. Coast Guard approved Type II sewage treatment system, a requirement for working within ecological reserves. The research involves extended underwater visual censuses and technical dives exceeding recreational limits to approximately 150 feet. Given the M/V Spree’s specialized capabilities, knowledge of the research area, and compliance with stringent environmental regulations, it is considered the only reliable vessel meeting these operational and regulatory requirements. The procurement will be conducted as a sole source award under federal acquisition regulations, with the government recognizing no other source can satisfy its requirements. Interested parties may express their interest or submit proposals within seven days of the notice publication, but competition is at the discretion of the government. Contact points for the solicitation include contract specialists Mia Grant and Linda Stein.

The M/V Spree has the inside working area, catering to the underwater photographer. The operator of the M/V Spree has a unique working knowledge of the research area. The M/V Spree has the ability to support technical diving operations up to 240 ft. Researchers will perform dives in excess of the recreational dive limit of 130ft., down to approximately to 150 ft. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 7 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
