NASA has announced that there will be no open season for the Launch Services solicitation in August 2008, due to ongoing acquisition planning efforts. The original Launch Services Request for Proposal (RFP), issued in October 1999, established an innovative contract framework that allows new providers to join through an "on-ramp" process. This arrangement has led to multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts being awarded to major aerospace companies including Boeing, Lockheed Martin, Orbital Sciences, and Space Exploration Technologies. Typically, NASA accepts proposals from both new entrants and existing contractors during open seasons each February and August, or as otherwise scheduled. The solicitation is limited to domestic sources and requires participants to be ISO 9001/2000 certified, ensuring quality management standards. Interested parties can access detailed solicitation documents and the Executive Summary online. This structured approach facilitates ongoing access to qualified launch service providers while maintaining rigorous industry standards and competitive opportunities.
