The Naval Air Systems Command (NAVAIR) plans to award a Firm Fixed Price modification under contract N00019-07-C-0093 to Raytheon Missile Systems on a sole source basis to support the production and transition of the AGM-154C-1 variant of the Joint Standoff Weapon (JSOW). This modification will add a new Contract Line Item Number (CLIN) to cover the modification and fabrication of Special Tooling and Special Test Equipment essential to maintain current JSOW production rates. The sole source award is justified under statutory authority and Federal Acquisition Regulation provisions since Raytheon possesses unique expertise derived from its long-standing involvement in JSOW design, development, and modification since the early 1990s, making it the only qualified source for these requirements. The acquisition excludes competition and does not guarantee a contract award or solicitation, with all interested parties needing to be registered in the Department of Defense’s Central Contractor Registration (CCR) system to be eligible. Subcontracting opportunities may be available through Raytheon Missile Systems, based in Tucson, Arizona. NAVAIR emphasizes that no additional information will be provided beyond what is stated, and any expenditure of resources before contract award is at the interested party's risk. The official point of contact for this procurement effort is LaTonya Bembry, who can be reached via phone or email for further inquiries.
