The General Services Administration's Federal Supply Service is seeking detailed information from travel agent service providers to better understand the commercial marketplace ahead of developing future solicitation requirements. This initiative focuses on exploring the capabilities and service options available from travel management centers, including traditional and online travel agent services, as well as understanding how corporate travel policies, expense reporting, and management reporting are typically handled. The GSA is interested in how these services align with industry best practices and commercial standards to ensure that government requirements will maximize efficiency and effectiveness. Respondents are asked to provide comprehensive details about their company, such as establishment date, corporate headquarters, customer base, partnerships, market size, revenue and booking statistics, systems used (including Global Distribution Systems and other tools), integration capabilities, and training offerings. Additionally, providers should share information on their service level agreements, reporting formats, experience with government clients, common implementation challenges, pricing and contract structures, commission models, and any barriers to providing services to government entities. The information gathered will be used solely for acquisition planning purposes, with confidentiality assured, and responses were requested by December 9, 2002.

GSA has had TMC contracts in place for several years and is considering an alternate contracting strategy. We therefore are interested in learning more about: the menu of travel agent services available; typical operating processes used in a corporate environment including (but not limited to) how corporate business rules/policies/procedures, travel expense reporting, and management reporting are handled; and how traditional and on-line travel agent services work, including what features and capabilities they can deliver. We invite you to provide information that will assist GSA in understanding the commercial market for this type of service. We will use the information you provide to ensure that any requirements we develop for a future solicitation accommodate and adopt commercial practices to the maximum extent practicable.
