The Defense Health Agency Contracting Activity, Healthcare Contracting Division - West, Echo Branch, intends to award a sole-source firm-fixed price purchase order to E3 Diagnostics, Inc. for the procurement of four V500 G2 Vivosonic Systems and associated accessories for use at Naval Medical Center, San Diego. This acquisition is justified under FAR 6.302-1 and FAR 12.102(a) due to the determination that E3 Diagnostics is the only source capable of meeting the Government’s specialized requirement for wireless hearing screening technology that minimizes electrical interference and movement artifacts, making it uniquely suitable for testing newborns, children, and other difficult-to-test patients. The required deliverables include the V500 G2 systems, two-year extended equipment warranties, virtual remote training by Viv, battery pack kits with A/C adapters and cradles, DEMED1 medical carts, color laser and Dymo 550 label printers, printer labels, OAE probes, VivoTab electrodes, G2 ear tip sets, infant ear tips, medical cart installation, and shipping and handling—all to be delivered in full by September 30, 2026. The NAICS code 339112 applies with a size standard of 1,000 employees, and the PSC is 6515 for medical and surgical instruments. The notice explicitly states no competitive solicitation exists, and any interested party must submit a capability statement not exceeding six pages in 10-point font or larger, containing management, technical, and cost information, via email to designated points of contact by 10:00 a.m. Pacific Time on May 15, 2026. Capability statements must be in Microsoft Word or Adobe PDF format, and only substantive submissions addressing capability will be considered; inquiries alone will not be treated as responses. The contracting office confirms no telephone offers will be honored and that the decision to proceed solely with E3 Diagnostics is within the Government’s discretion based on the responses received. Delivery is to be made directly to San Diego, and while equipment codes and quantities are fully specified, pricing details are not disclosed as the award is contingent upon negotiations following evaluation of capability statements.
