The Virginia Army National Guard is seeking market information through a Request for Information (RFI) to identify capable vendors, including small businesses, to potentially provide and distribute raw subsistence and specialized meal kits across multiple training and dining locations throughout the Commonwealth of Virginia. This effort is purely for planning and market research and does not constitute a solicitation or obligation to award a contract. Vendors are requested to submit a capability statement addressing company profile, logistics network, meal kit assembly experience, food safety compliance, and past performance, all within a five-page PDF submission. The requirement centers on supplying fresh, frozen, and dry food items in compliance with military standards such as DA PAM 30-22 and Tri-Service Food Code (TB MED 530), as well as assembling meal kits like TOTM or UGR with a minimum shelf life of 18 months at 80°F. Distribution must support up to three weekly deliveries to various sites using a cold-chain logistics infrastructure within or adjacent to Virginia, with vendors asked to detail fleet capabilities, refrigerated trailer availability, minimum drop size requirements, and existing distribution hubs or subcontractor dependencies. Respondents must provide their CAGE code, UEI, business size classification under NAICS codes 311991 and 424490, and confirm adherence to FDA and DoD food safety guidelines. The agency also seeks industry feedback on optimal delivery point density, restrictions on drop locations, lead times for different product types, and logistical constraints to shape future acquisition strategies. Submission is due by 11:00 a.m. EST on June 1, 2026, and all inquiries must be directed to David A. Pickard at the provided government email address.
