The requirement, classified under NAICS code 722320 for caterers and PSC 8945 for foods, oils, and fats, mandates the delivery of 80 breakfast meals and 80 dinner meals daily, each served in individual boxes with no buffet-style serving permitted. All meals must be prepared off-site, transported under commercial health standards, and strictly exclude nuts and seafood. The contractor must submit a completed 7-day menu with the proposal as a mandatory, non-negotiable requirement; failure to include it renders the quote unresponsive. Vendors must have an active SAM registration, submit quotes electronically by May 22, 2026, at 11:00 a.m. EDT to david.a.pickard.civ@army.mil with the solicitation number in the subject line, and include the required Information Sheet and pricing for all CLINs. The contract will be awarded to the lowest-priced responsive and responsible offeror without discussions, unless the Government determines otherwise. Payment will be processed through WAWF, and all food packaging and labeling must comply with MIL-STD-130 and MIL-STD-129 for unique item identification and shipment marking. Contractor personnel must comply with installation security regulations, carry proper identification, and adhere to DoD identity verification policies. The government reserves the right to remove individuals for misconduct or security breaches, and contractor delays caused by unscheduled gate closures will not be compensated. Quality assurance will be enforced through the Contracting Officer’s Representative, with performance measured against an Acceptable Quality Level including limits on late meal deliveries and strict standards for food safety and storage. Noncompliance may lead to immediate termination. All offerors must complete representations regarding excluded parties, covered telecommunications equipment, and small business status, and affirm adherence to prohibitions on convict labor, child labor, hexavalent chromium, and trafficking in persons.
