AI Contract Overview
The solicitation for Vibrational Rotational Analysis Services under SM-377978, issued by Fermilab on behalf of the Department of Energy, seeks a subcontractor to provide comprehensive vibration analysis and condition monitoring for rotating equipment at its Batavia, Illinois facility. The scope requires the contractor to assess the mechanical health of pumps, motors, fans, gearboxes, and turbine systems using industry-standard techniques per ISO 10816/20816, API 610, and API 686, with deliverables including detailed inspection reports, baseline vibration data, actionable recommendations, and compliance documentation aligned with DOE Order 10 CFR 851 and OSHA requirements. Proposals must be submitted in two parts—technical and pricing—with evaluation based on a best-value tradeoff where technical merit and price are equally weighted, considering experience with centrifugal chillers, NFPA 70E compliance, OSHA work-at-height standards, 24-hour emergency response capability, and dedicated key personnel including a QA representative. The response deadline was extended sequentially through three amendments, with the final due date set for May 1, 2026, at 5:00 PM CST. The contract is structured as a five-year performance period with four optional years, spanning from May 4, 2026, to May 3, 2031, and performance is to occur entirely on-site at Fermilab’s Central Utility Building. Pricing details are not fully populated in the solicitation, suggesting proposers must submit their own structured cost proposals. Technical requirements are enforced through a Service Coordinator and subject to formal acceptance by FFDG representatives, with stringent safety compliance mandated via the subcontractor’s ES&H program, JHAs, and adherence to PPE and electrical safety standards. Mandatory clauses include FAR 52.219-8 for small business utilization, FAR 52.222-41 and 52.222-44 for service contract labor standards, FAR 52.204-9 for personal identity verification, and multiple data rights provisions under FAR 52.227-13 and 52.227-14, with alternate clauses applying to government use and limited rights. Subcontractors must carry insurance naming FFDG, the University of Chicago, and the U.S. Government as additional insureds, comply with NIST cybersecurity configurations,
