The Government intends to award a sole source contract to Tandberg, Inc. for the purchase of Tandberg 3000 MXP Profile units, Tandberg Centric 1000 MXP Maintenance, and related customer core services. This decision is grounded in FAR 6.302-1 authority, citing that Tandberg's equipment has been thoroughly tested and approved by the requesting agency, demonstrating exceptional dependability, ruggedness, parts compatibility, and the capability to support continuous software upgrades. The equipment in question is part of ongoing operational use within the Defense Intelligence Agency (DIA), where maintaining consistency in hardware and software is critical to operational readiness and security. The existing investment in software customization and rigorous testing for interoperability within DIA systems further supports the necessity of purchasing from this sole source to avoid costly and time-consuming requalification efforts. Market research confirmed that alternative products are inadequate to meet the agency’s requirements due to the unique integration and established support systems for the Tandberg units currently deployed. The justification includes a detailed brand-name explanation emphasizing that the Tandberg 1000 MXP Desktop Video Teleconferencing Console has been selected based on systems engineering and advisory board approval. Any deviation from continuing with Tandberg models would negatively impact maintenance, lifecycle costs, and system reliability. The contract synopsis explicitly states that this is not a solicitation and no competitive bidding will be entertained unless clear, convincing evidence for the benefit of competition is submitted. The purchase is set to be awarded unless such a response is received by the specified deadline.

If the same makes and models cannot be repeatedly purchased, then DoDIIS IT personnel would have to repeat this process for each and every similar syste m purchased.
