The United States Patent and Trademark Office (USPTO) intends to procure additional Lucent VitalSuite software products—specifically VitalNet, VitalEvent, and VitalApps—to continue supporting and maintaining its Enterprise Remote Access (ERA) systems. These software solutions, initially acquired two years ago, provide comprehensive monitoring capabilities for ERA resources including clients, servers, and network devices. VitalSuite is uniquely capable of delivering end-to-end visibility, particularly offering performance insights into network application protocols for users connecting remotely via VPN, which is critical for detecting and resolving issues such as slow network or application response. A market analysis confirmed Lucent VitalSuite as the most effective product available for these monitoring needs. This acquisition is classified as a “brand name” justification to ensure continuity of the ERA Extended Network Diagnostic Systems currently in use, reinforcing the decision to use this specific software suite. The procurement process will follow Simplified Acquisition procedures under Part 13 of the Federal Acquisition Regulation, in accordance with the Patent and Trademark Acquisition Guidelines, and will be conducted through existing USPTO Information Technology ID/IQ contractors without issuing a formal written solicitation. The contract, designated as "70 -- VitalSuite SW Maintenance" with solicitation number 297P0750434, is managed by the Department of Commerce’s USPTO office located in Alexandria, VA. Connie A. Lum is the designated contract specialist and can be contacted for further information.

The United States Patent and Trademark Office (USPTO) plans to procure additional the ?brand name? Lucent VitalSuite products: VitalNet, VitalEvent, and VitalApps. These software products were initially purchased two years ago and are currently installed and being used to monitor the Enterprise Remote Access systems.Lucent VitalSuite is a highly specialized software package that allows ?end-to-end? monitoring Enterprise Remote Access (ERA) resources (clients, servers, network devices, etc.) in a secure and efficient manner. The use of this software allows USPTO to monitor ERA users and to proactively identify and troubleshoot problems, such as slow network response, slow application response, etc. in a timely fashion. A market analysis was conducted to compare the effectiveness of various products and Lucent VitalSuite was rated the highest. VitalSuite was the only product in the market that can provide visibility of network application protocol performance for users at home connecting to USPTO via the VPN. It is needed to continue to maintain and support the ERA Extended Network Diagnostic Systems (ENDS) which is currently in production use. This announcement is considered a ?brand name? justification. This acquisition will be conducted utilizing Part 13 of the FAR, Simplified Acquisition procedures and the Patent and Trademark Acquisition Guidelines (PTAG) among the existing USPTO Information Technology ID/IQ contractors. No written solicitation will be issued as a result. The point of contact for information regarding this notice is Connie Lum at +1 (555) 000-0000, or via E-Mail at contact@example.gov.
