The contract involves a sole source procurement for the maintenance of Satellite Tool Kit (STK) software, facilitated by the HQ USAINSCOM, Directorate of Contracting at Fort Belvoir, Virginia. The government intends to award this contract exclusively to Simulyze, Inc., the sole developer, manufacturer, and distributor of the STK software. This action uses simplified acquisition procedures under FAR Part 12 for commercial items and follows FAR 13.5 for sole source contracts. The contract delivery date is set for October 1, 2007, with a deadline for interested parties to express their capability and interest by 2:00 PM on August 31, 2007. The government will consider any responses received within five days of the notice publication to determine if a competitive procurement is warranted, though the final decision to compete the contract rests solely with the government. Questions regarding the contract can be directed to the designated contracting officer, John M. Pleasant, via email or phone.
