The contract involves a sole source negotiation between USAMRAA and SAS Worldwide to acquire follow-on software subscription services for the US Army Medical Research Institute of Infectious Diseases (USAMRIID). SAS Worldwide is considered uniquely qualified due to its proprietary validation software, extensive database of medical and basic research data accumulated over 16 years, and its connection to over 7,500 data and program files. The contract will cover a base performance period with one option year, and no solicitation package will be made available as this is not a competitive procurement. However, the government will consider any responses received by August 24, 2007, when deciding whether to pursue a competitive acquisition. The purchase pertains to the renewal of a SAS software license under NAICS code 423430, related to software distributors. All decisions regarding competition are at the sole discretion of the government, with any information received serving only to determine if a competitive process should be initiated.
