The Department of the Treasury’s Bureau of the Public Debt (BPD), acting on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), plans to negotiate a sole-source contract with Audimation Services, Inc. for the renewal of licenses, maintenance, and support of the Idea software. This contract will cover a base period of one year with three additional option years. The Idea software, originally purchased in 2004, is integral to the TTB’s Tax Audit Division, providing essential management information and data analysis capabilities necessary for audit processing and regulatory compliance. Because TTB holds a license to the software, and no other providers have access to it, the procurement is intended to be sole-source, with no solicitation document currently available. The TTB’s mission focuses on collecting excise taxes on alcohol and tobacco products while ensuring compliance with labeling, advertising, and marketing laws to protect consumers and revenue. Responses to this Request for Information (RFI) are sought to determine whether any other vendors can meet the requirements under more advantageous terms. Interested parties must submit affirmative responses with documentation demonstrating their ability to fulfill the needs of the contract by the specified deadline or risk the Government proceeding with sole-source negotiations with Audimation. All submissions should be sent electronically to the designated contact specialists by August 24, 2007. The process emphasizes transparency and the opportunity for competition, even though the contract is expected to be awarded without a formal solicitation based on the unique licensing arrangement.
