The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified sources to establish a contract through competitive negotiation for a complete, supplier-hosted cloud solution for the development, dual-mode delivery, scoring, administration, and reporting of Virginia’s modernized assessment program for the Virginia Department of Education (“VDOE”, or “Agency”), an agency of the Commonwealth of Virginia. The VDOE seeks an experienced and highly capable vendor partner who can ensure ongoing, effective core operations for the statewide summative assessment program, while also continuing to build on the dynamic and evolving work already underway to move toward a modernized assessment system with a focus on how assessment can improve the work of teaching and learning.

For the purposes of this RFP, a complete solution is defined as including the necessary, scalable elements and resources to develop, deliver, score, and report Virginia’s statewide student assessment program. Also, for the purposes of this RFP, dual-mode delivery is defined as the capacity to deliver tests in both an online and a paper format that provide comparable scores. Dual-mode delivery is a requirement of this solution. Additional requirements are detailed in Exhibit A: Requirements.
