Virscidian Analytical Studio Express – Instrument Agent software licenses

The Department of Health and Human Services, through the National Institutes of Health’s National Center for Advancing Translational Sciences, intends to renew software licenses for Virscidian Analytical Studio Express under a firm-fixed-price acquisition from Virscidian, LLC, now part of Dotmatics. The purpose is to sustain uninterrupted operation of high-throughput reaction screening workflows at the NCATS Analytical Chemistry Core by maintaining essential software subscriptions for 12 months beginning on the date of award. The requirement includes four Professional Floating Licenses, one Express Server Production Subscription, three Express Instrument Agent Subscriptions, one Sample Management Services license, three Sample List Builder subscriptions, and an Automation Add-on Subscription. These licenses support the end-to-end automation of LC/MS data analysis workflows originating from Agilent and Waters chromatography systems, enabling automated ingestion, compound identification, quantification, yield calculations, visualization, and export of screening results. Delivery and performance are designated to occur at Bethesda, Maryland, with FOB Destination terms applying. The acquisition is evaluated under the Lowest Priced Technically Acceptable (LPTA) method, where technical compliance with all specified software components is a mandatory threshold, and award is made solely to the lowest-priced offeror meeting that standard. All invoicing must be submitted electronically via the Invoice Processing Platform (IPP), in accordance with HHSAR 352.232-71, with no paper submissions permitted without prior written authorization. The procurement is conducted under NAICS code 513210, and while no set-aside is applied, offerors must be registered in SAM and comply with FAR 52.204-7 and FAR 52.209-11 regarding entity registration and tax/felony certifications.
