This firm fixed price contract, issued by the Department of Defense, provides for the rental of specific manlifts to support the Lifting and Handling Department at the Portsmouth Naval Shipyard. The agreement consists of one base year and two option years, covering the rental of a Genie GS2646 scissor lift, a Genie Z30/20 30-foot electric boom lift, a JLG 600S 60-foot boom lift, and a JLG 600S/960SJ 80-foot boom lift. These rentals are essential for facility maintenance, utility work, dry-dock repairs, and submarine support. To ensure safety and operational efficiency, the shipyard has mandated these specific brand-name models to standardize training and licensing procedures. Utilizing other manufacturers would result in increased labor costs and mission delays due to the need for new approved lesson plans. Interested parties should note that electronic responses are not accepted for this solicitation.

This rental will support Lifting and Handling Department at the Portsmouth Naval Shipyard in support of maintenance of facilities, utilities, dry-dock repairs, and submarine work. The Portsmouth Naval Shipyard has determined it necessary, for safety, readiness and financial reasons to standardize the training for aerial manlifts. Because of the significant costs of training and the importance of safety & operational features, Portsmouth Naval Shipyard is limiting the types of models for the purpose of standardization and familiarity with equipment. The specific lifts cited are those that the Portsmouth Naval Shipyard currently has an approved lesson plan and licensing procedure. To rent any other manufacturer’s lifts for use at Portsmouth Naval Shipyard would add additional labor costs and time, which would cause unnecessary delays in Lifting and Handling Department’s mission of support to the Shipyard.
