The Department of Defense, through the W00Y Contracting Office located at Fort Belvoir, VA, intends to award a contract for the procurement of specific commercial items related to QRadar software and associated maintenance services. The contract includes the acquisition of an ICX Module for QRadar, various software licenses such as the All-in-1 Application with a 50 Mbps Qflow Collector, Offense Resolution Module, and corresponding standard maintenance packages. Additionally, professional services for QRadar for one year are part of the requirement. These items are designated as brand name or equal, in accordance with the Federal Acquisition Regulation (FAR) clause 52.211-6, emphasizing that the hardware and software specifications are fixed and cannot be altered or substituted. This procurement is justified by functional needs to support the 1st Infantry Operations Command (1st IO Cmd) in monitoring critical network activity on both NIPRNET and SIPRNET, leveraging QRadar’s unique anomaly detection capabilities that surpass traditional signature-based network monitoring tools. The continued maintenance is critical for sustaining network security and operational effectiveness. The requirement is a 100% set-aside for 8(a) certified small businesses under NAICS code 423430, which pertains to electronic parts and equipment merchant wholesalers with a size standard of 100 employees. While not a solicitation for competitive offers, the notice allows interested and capable sources to express interest via email.
