Water Technical Access Portal (WaterTAP)

The California Department of Technology, on behalf of the State Water Resources Control Board (SWRCB), is soliciting proposals for the development, design, and implementation of the Water Technical Access Portal (WaterTAP). This project aims to replace legacy systems with a cloud-based Salesforce SaaS solution to create an enterprise-level data system for drinking water reporting. The primary objectives are to integrate disparate data sources into a single system of record, streamline information access for internal and external stakeholders, and support workflow routing and compliance decision-making. The scope includes installation, configuration, data migration, system integration, and ongoing maintenance and operations. The contract is a fixed-price, deliverable-based agreement with a base term of three years, potentially extending up to six years. The design, development, and implementation phase must be completed within the first 21 months, followed by a three-month stabilization period. Performance is primarily remote within the continental United States, though on-site support in Sacramento may be required. The procurement process is divided into two phases, evaluating bidders on administrative requirements, qualifications, narrative responses, and cost, with the top three compliant bidders proceeding to negotiations. Key requirements include adherence to NIST 800-53 moderate level security standards and various state IT policies. The contractor must provide a team of qualified key staff, including a Project Manager and Senior Architects, and is subject to strict guidelines regarding staff replacements and security training. Insurance requirements are comprehensive, including professional liability coverage of at least 5 million dollars per claim. While the DVBE requirement is waived, incentives are available for participation exceeding three percent, and a five percent preference is granted to qualifying small or micro businesses.
