Wire EDM Annual Preventative Maintenance

The contract encompasses annual preventive maintenance, repair, calibration, and remedial services for seven Electrical Discharge Machines (EDMs) at the Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility, with a base period from March 23, 2026, to March 22, 2027, and five optional renewal periods extending through November 30, 2031. Services are performed under a firm fixed-price structure, with award determined using the Lowest Price Technically Acceptable (LPTA) method, where only technically acceptable offerors proceed to price evaluation, and the lowest-priced among them is selected. The contractor must deploy a certified OEM-trained technician to perform all work on-site in strict compliance with the Performance Work Statement and its attached appendices covering safety, environmental protocols, and security requirements, including adherence to DoD OPSEC standards and the Defense Biometric Identification System for personnel access. All personnel must be U.S. citizens or nationals, undergo background checks, complete annual training, and comply with strict physical and cybersecurity controls, including prohibition of personal electronic devices and photography in controlled areas. The contractor is responsible for all labor, tools, materials, travel, hazardous waste disposal, and environmental compliance, while the government retains final inspection and acceptance authority at the facility. Invoicing must be processed through Wide Area WorkFlow using specific document types per line item and all submissions require full compliance with DoDAAC N32253 and WAWF standards. Security and compliance requirements are reinforced through a suite of FAR and DFARS clauses, including those addressing trafficking in persons, sustainable products, cybersecurity, foreign ownership restrictions, and prohibition of procurement from restricted regions, with deviations applied to certain clauses to tailor them to operational needs. The contract mandates submission of a technical proposal under eight pages, itemized pricing including travel costs, and adherence to federal representation requirements such as UEI and CAGE codes, certification of small business status, and CMMC Level 1 compliance, with proposals submitted via email to designated Navy contacts under a 35 MB attachment limit.
