The City of Rocky Mount is seeking a preferred manufacturer for the purchase of southern yellow pine distribution poles under solicitation 320-020926FD. The contract runs from October 26, 2026, through September 30, 2027, with two optional one-year renewals. All poles must be treated with CCA-C oxide preservative according to AWPA Standard P5-11 and T-11 Section D, with specific requirements for moisture content, retention, and penetration. Each pole must be branded with the supplier code, year of manufacture, length, and class at specific heights from the butt. Award will be granted to the lowest responsive and responsible bidder, though a local preference policy allows eligible local bidders to win if their price is within five percent or 25,000 dollars of the lowest non-local bid. Bidders must be utility-focused businesses with at least 50 percent of sales in the utility market and must provide a bid deposit of at least five percent of the proposal. Deliveries are to be made to the City pole yard between 8:00 AM and 2:30 PM on weekdays, with quoted prices including delivery and unloading. Quality assurance requires 100 percent penetration testing by an independent accredited inspection firm, with final acceptance occurring at the destination.
