Elevator Modernization at Taylorsville LakeThe U.S. Army Engineer District in Louisville plans to award a firm-fixed-price sole-source contract for the complete modernization of the elevator at the control tower of Taylorsville Lake in Kentucky. The work scope involves replacing and upgrading critical electrical and mechanical components such as the controller, hoist machine motor, and governor, with all necessary personnel, labor, equipment, and materials provided within a 365-day period following the notice to proceed. This modernization effort is essential because the elevator is critical to the safe and timely maintenance of the dam’s machinery. Competition is not anticipated for this contract due to the unique expertise required and the original installation being performed by a sole-source company that holds exclusive knowledge of the elevator’s obsolete components. Past attempts to contract this work competitively failed, including a 2025 award that was terminated for convenience after the contractor proved unable to complete the project. Using another contractor would entail significant redesign, risk safety, cause delays, and increase costs. While all responsible sources may submit their capability statements within 15 calendar days of the notice publication, the Government retains discretion regarding whether to pursue competition. The contracting specialist handling this opportunity is Marcie Billotto.
