The contract stipulates that all goods must be new, unused, and delivered F.O.B. destination within 90 days of order, with inspection and acceptance occurring at the final delivery site in Fairbanks. The procurement includes detailed instructions on bid formatting, submission procedures, and required certifications, but lacks specific packaging, preservation, marking, or MIL-STD standards, implying general compliance with industry standards.
