The Naval Air Systems Command plans to issue a firm fixed price contract modification to Northrop Grumman Systems Corporation for an update to the BQM-74 Aerial Target Integrated Test Set (ITS) software. This update aims to enhance the ITS by adding new features such as the ability to save test files to the Computerized Console, notifying operators of communication loss between the target and supporting equipment, preventing engine restart after an RPM override until certain conditions are met, and improving the visual display by colorizing the EGT strip chart. Northrop Grumman, being the original designer and sole manufacturer of the BQM-74 Aerial Target and its related Ground Support Equipment, holds exclusive rights to the proprietary data and software necessary for this work and has the experienced personnel available to complete the update within the required timeframe. As the sole source with access to the proprietary technology and expertise, Northrop Grumman is uniquely qualified to perform this contract modification. The work will support the continued development and operational capability of the BQM-74 aerial target system. The contract is managed by the Naval Air Systems Command at Patuxent River, MD, with designated points of contact including a Contract Specialist and a Contracting Officer. This acquisition is a modification under an existing contract and is not a solicitation for proposals.
