The Naval Air Systems Command (NAVAIR) plans to issue a competitive solicitation for a multi-stage supersonic aerial target development program intended to fulfill the U.S. Navy's urgent need for a cost-effective target system that simulates a multi-stage anti-ship cruise missile threat. The system must feature both a subsonic cruising phase and a supersonic sprint phase, supporting test and evaluation of ship platforms and self-defense systems. Key performance requirements include programmable navigation with terminal maneuvering, a total range exceeding 100 nautical miles, a subsonic cruising range over 90 nautical miles at 50 feet mean sea level, and a sprint speed reaching at least Mach 2.2 at 16 feet mean sea level. The program is anticipated to advance to the System Development and Demonstration phase in fiscal year 2008, with a Request for Proposal scheduled for release in the first quarter of that fiscal year. Prior to solicitation release, the Program Office (PMA-208) will conduct an Industry Day in the fourth quarter of fiscal year 2007, with an announcement posted on FedBizOpps by the end of June 2007. This announcement serves as a sources-sought notice rather than a commitment or solicitation, indicating ongoing efforts to identify industry capabilities and foster competition. The contract specialists and contracting officers managing this effort are located at the Naval Air Systems Command office in Patuxent River, Maryland.

Full Description

The Naval Air Systems Command (NAVAIR) intends to issue a competitive solicitation for a multi-stage supersonic target development program. The Request for Proposal (RFP) is planned for release in first quarter FY-08. The United States Navy (USN) has an emergent requirement for a cost effective aerial target system to simulate a multi-stage anti-ship cruise missile threat. The target vehicle will be required to exhibit a subsonic cruise stage, followed by a supersonic sprint stage. This target system will be used to support test and evaluation of ship platforms and associated self-defense systems currently being modified or in development. In general terms, the vehicle should be capable of programmable navigation, including terminal weaves, have a range greater than 100 nautical miles, have a subsonic cruising range of greater than 90 nautical miles at 50ft Mean Sea Level (MSL), and attain a minimum sprint speed of 2.2 mach at 16ft MSL. The USN anticipates the target program will enter System Development and Demonstration (SDD) in FY-08. Accordingly, the Program Office (PMA-208) plans to conduct an Industry Day during fourth quarter FY-07. The Program Office anticipates posting the Industry Day announcement by the end of June 2007 on FedBizOpps. This is not an RFP. This synopsis is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for any information solicited or provided.

Technical deliverables must be packaged in security-hardened Docker containers and deployed via Kubernetes or OpenShift, with a requirement for ETL/ELT pipelines to maintain at least 98 percent data completeness and accuracy. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. Work may be performed at contractor facilities, authorized government locations in the National Capital Region, or through approved hybrid arrangements. Due to the sensitive nature of the work, the company must be U.S.-owned and headquartered in the United States, and personnel must possess active Top Secret clearances.
