This is a Sources Sought notice for market research purposes only. This is not a request for quotation (RFQ) or a solicitation. The Government will not pay for any information received in response to this notice.


The 176th Wing (176WG), Alaska Air National Guard (AKANG), intends to award a sole-source, firm-fixed-price contract to Alaska Channel Inc. in Anchorage, AK. This action is prepared in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b), which allows for soliciting from a single source when the contracting officer determines that only one source is reasonably available.


The Government requires a commercial mobile advertising package to support the 176th Wing's recruiting and community engagement mission. Specifically, the requirement is for the final formatting, production, installation, and annual placement of one (1) full bus wrap on the Anchorage People Mover municipal transit system. A Draft Performance Work Statement (PWS) is attached to this notice for review.


The determination to pursue a sole-source award is based on the assessment that Alaska Channel Inc. holds the exclusive municipal contract and legal authority to sell, manage, and place exterior advertising (including full bus wraps) on the Municipality of Anchorage’s People Mover transit fleet. Therefore, they are the only source reasonably available to satisfy the Government's requirement for this specific mobile advertising avenue.


Instructions for Interested Parties:


All responsible sources that believe they can meet the full requirements outlined in the attached Draft PWS are invited to submit a detailed capability statement.


Capability statements must be submitted electronically to the Point of Contact listed above no later than the response date and time.


To be considered a viable alternative source, the capability statement must provide clear and convincing evidence of the offeror's legal authority and technical capability to provide the exact same services, specifically including:


  1. Proof of the explicit, legal authority and approved municipal access to produce, install, and place full bus wrap advertising on active buses within the Municipality of Anchorage's People Mover transit fleet.

  2. A detailed description of the offeror's ability to meet every production and installation requirement listed in the attached Draft PWS, including strict adherence to Municipality formatting and safety specifications.


General marketing capabilities, offerings for private transportation fleets, or offerings for transit systems outside of the Municipality of Anchorage will not be considered responsive to the Government's minimum need. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
