2026 Guide Rail Program

The 2026 Guide Rail Program is a solicitation issued by the Town of Milton under RFT 26-01-00515 for the installation and removal of guide rails at various locations, including Fifth Line, Lower Base Line, First Line Nassagaweay, and Twiss Road. The scope of work involves removing and disposing of existing three-cable guide rails, wood posts, and concrete anchor blocks, performing site preparation and vegetation removal, and installing new guide rails according to OPSD standards and OPS Volume 9 specifications. All work must be completed by November 6, 2026, with progress reports required every 30 days. The contract is governed by OPSS.MUNI 100-2024, with specific supplemental conditions regarding fuel price index adjustments and a 50 percent limit on subcontracting without prior approval. The contract will be awarded to the lowest-priced compliant bidder, provided they meet financial and performance standards and have no conflicts of interest. Bidders must comply with the Buy Ontario Act 2025 and provide an electronically verifiable bid bond, an agreement to bond, and a WSIB Certificate of Clearance. Successful contractors are required to provide a performance bond for 100 percent of the bid price and a labour and material payment bond for 50 percent. Payment is processed monthly via proper invoices in compliance with the Construction Act. Per Addendum No. 1, items under Section B for Lower Base Line and Section C for Burnhamthorpe Road are designated as provisional items.
