2026 Independence Day Food and Beverages Service

The U.S. Embassy Georgetown is seeking a contractor to provide comprehensive food and beverage catering services for the 2026 Independence Day Celebration, themed “Freedom 250,” to be held on July 2, 2026, at the Four Points by Sheraton Georgetown. The event will serve approximately 500 guests with cocktail-style service, requiring each attendee to receive six bite-sized portions—five savory and one sweet—suitable for standing service. The contractor must supply all personnel, supervision, equipment, glassware, utensils, and materials for setup, service, and breakdown, including full bar stations for Embassy-provided beer, wine, soft drinks, and water. All services must adhere to local health regulations and U.S. Embassy standards, and the contractor is responsible for covering all corkage fees for Embassy-donated beverages and bearing the full cost of a mandatory menu tasting. The contract is a firm fixed-price agreement with a single-performance period beginning at award and concluding after post-event cleanup. Offers must be submitted electronically by April 27, 2026, at 2:00 p.m. local time, and must include a detailed proposal, staffing plan, event timeline, and proposed menu, with pricing itemized by food and beverage and staffing categories and expressed in Guyanese dollars, though U.S. firms may elect to quote in U.S. dollars for payment purposes. Value Added Tax (VAT) must not be included due to diplomatic exemption. Contractors must comply with all U.S. Department of State policies, local laws, and mission security protocols, including potential screening of personnel and adherence to access controls, with non-compliance subjecting them to removal or contract termination. The offeror must be a registered entity with a Unique Entity Identifier and a CAGE or NCAGE code, have an active Taxpayer Identification Number, be currently eligible for federal awards, and maintain active representations and certifications in SAM.gov. Proposals must be received via email with a specific subject line and must not exceed 25 KB per message; larger submissions require splitting into multiple emails. The Government will evaluate bids based on pass/fail criteria of acceptability and responsibility, including financial stability, experience, integrity, capability to meet the schedule, and regulatory compliance, followed by award to the lowest-priced acceptable and responsible offeror.
