The Department of Veterans Affairs is seeking market information for a potential 20-year lease of approximately 3,400 rentable square feet in Scranton, Pennsylvania, to house Readjustment Counseling Services, with a minimum firm term of five years and a required occupancy date no later than December 31, 2027. The space must provide 2,688 net usable square feet, be fully ADA compliant, and include nine on-site surface parking spaces, with a preference for first-floor contiguous space, though non-contiguous or upper-floor options are acceptable if equipped with working elevators. The agency is not issuing a formal solicitation at this time but is conducting market research to evaluate the availability of economically advantageous alternatives to its current leased facility, which expires in 2027. In assessing alternatives, the VA will consider relocation costs, including move expenses, tenant improvement replication, telecommunications setup, and operational downtime, while ensuring compliance with 41 CFR §102-73.55, which mandates leases be acquired on the most favorable terms consistent with market rates and operational efficiency. Interested property owners, landlords, or their legal representatives must submit detailed property information, including photos, floor plans, location specifics, and approximate pricing per square foot, via email no later than 3:00 PM EST on May 14, 2026, with submissions limited to 8 MB per email and multiple emails permitted for larger files. The VA explicitly states that no award is guaranteed, no commissions will be paid, and all costs associated with preparing and submitting information are the sole responsibility of the respondent. Primary contact for submissions is D’Andre Edwards-Gray at the VA’s Contract Office in Washington, DC, with Christopher Tate as the alternate point of contact, and all correspondence must originate directly from property stakeholders, not brokers or intermediaries.
