The Department of Central Management Services for the State of Illinois is seeking an Architect/Engineer (A/E) for comprehensive upgrades to the 37,243 square foot Peoria Regional Office Building. With an appropriated budget and estimated total project cost of 12,788,000 dollars, the scope of work includes replacing the chiller, boilers, associated pumps, piping, and cooling tower fill media, as well as installing a new building automation system. Electrical upgrades involve replacing all power distribution and lighting panels and associated feeders. Additionally, the project covers the repair or replacement of parking lots and sidewalks, and the replacement of single pane windows and exterior doors. Because the facility remains occupied, construction must be phased to minimize service disruptions. The selected A/E must coordinate telecommunications and networking requirements with the Department of Innovation and Technology and ensure compliance with the Illinois Stretch Energy Code where applicable. The A/E is responsible for identifying and applying for utility incentives, energy grants, and rebates, and is encouraged to use independent cost estimators to ensure the design remains within budget. The project requires professional liability insurance of 2,750,000 dollars and adheres to specific socioeconomic goals, including a 20 percent combined MBE/WBE goal and a 3 percent combined PBE/VBE goal. The selection process includes interviews tentatively scheduled for January 26th and 27th, with final selections presented at a Board Meeting on February 9th.
