This procurement under solicitation FA461026P0029 is a commercial supply acquisition for the removal of an existing dock leveler and installation of a new 6 ft × 8 ft hydraulic dock leveler with a 40,000-pound dynamic capacity at Vandenberg Space Force Base, specifically supporting the 30th Logistics Readiness Squadron in Lompoc, California. The acquisition is set aside exclusively for small business concerns with a NAICS code of 811310 and a size standard of $12.5 million, and it follows the Revolutionary FAR Overhaul Part 12.202 format as a combined synopsis and solicitation with no separate written request issued. The Government will award the lowest priced technically acceptable quote, evaluating price first and then confirming technical acceptability by reviewing the lowest bidder's narrative against the Performance Work Statement. Technical compliance requires submission of a narrative not exceeding 20 pages, inclusion of DD Form 254 with Block 6 completed, and proof that two personnel are cleared by Security Forces with their full legal names, phone numbers, and email addresses provided. All work must comply with AFOSH safety standards, manufacturer specifications, federal and local codes, and base security protocols including restricted access zones and a complete ban on photography without explicit authorization. The contractor is responsible for all labor, equipment, materials, training, disposal of the old unit, and adherence to VSFB access, traffic, and operational requirements, with work conducted only during normal duty hours unless otherwise approved. Electrical service is present at the control panel box but no new feed is required from there to the dock leveler; specific voltage and phase details are pending from Civil Engineering. A seven-day advance notice is mandatory for all deliveries, and incoming shipments must arrive at the designated entry control point. The Government reserves the right to cancel the solicitation or award a portion of the line items without liability for costs incurred by offerors. All submissions must follow the prescribed RFQ format in PDF or Excel, sent via email to the designated Contract Specialist and Contracting Officer by the deadline of June 15, 2026, at 1:00 PM PDT. Inspection and acceptance occur at the destination, with the contractor required to correct any deficiencies at no additional cost to the government and provide manufacturer documentation, warranties, and installation records upon completion. Invoicing will be processed through Wide Area Work Flow with Leonor Osorio as the designated reviewer.
