SECTION I – GENERAL INFORMATION


This is a combined synopsis/solicitation for a commercial supply prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Part 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.


Solicitation number FA461026P0029 is issued as a request for quotation (RFQ) for Dock Leveler.


This acquisition is set aside for small business concerns. The applicable NAICS code for this acquisition is 811310, and the applicable PSC is J039, the size standard is $12.5M.


This RFQ is NOT to be construed as a commitment by the United States Air Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. The Government reserves the right to award some or all of the line items represented herein. The Government reserves the right to cancel this solicitation either before or after the closing date.  In the event the Government cancels this solicitation, the Government has no obligation to reimburse for costs associated with providing a quote.



SECTION II – REQUIREMENT DESCRIPTION


  1. This is a commercial supply contract to provide removal of existing Dock Leveler, installation of a New Dock Leveler, and training on proper use at Vandenberg Space Force Base (VSFB). The Contractor shall provide all labor, equipment, supplies, materials, transportation, supervision, and support necessary to provide a new Dock Leveler at Vandenberg Space Force Base.

SECTION III – RFO 52.212-2 ADDENDUM


Evaluation—Commercial Products and Commercial Services


Evaluation Factors for Award: The Government intends to award the lowest priced quote that is technically acceptable. The Government is not required to establish a competitive range, conduct discussions, or score quotes. Consistent with simplified acquisition procedures, the evaluation process is as follows.


  1. Price: The Government will evaluate all quotes for price, ranking them from lowest to highest total evaluated price.  The total evaluated price is the sum of all Contract Line Items. Utilize the CLIN structure provided above when providing a quote.


  1. Technical Capability: Offerors shall prepare and submit a technical narrative with sufficient information to allow the Government to evaluate the technical capability. The Government will evaluate the lowest priced offeror’s technical capability statement to ensure it meets the requirements set forth in the attached Performance Work Statement. If the offerors response to the technical capability document is determined NOT to meet the Government’s requirement, the evaluation will continue to the next lowest quote until one is determined to meet the Government’s requirement.

Note: Offeror shall provide proof that they have two (2) personnel cleared by Security Forces available to start by the required date. Offeror will provide the following information for the identified personnel: full legal name, phone number and email address.

Could you please confirm whether electrical service is currently available at the existing dock leveler location? If so, would you please provide the voltage and phase configuration of the existing electrical service? This information will help ensure the proposed equipment is compatible with the existing site conditions.

2.          For pricing and technical planning, are there any available photos, existing dock leveler information, pit dimensions, electrical voltage/phase information, or other existing-condition details that can be shared?

3.          Is the existing electrical feed expected to be reused for the new hydraulic dock leveler, or should offerors include electrical modification work in their pricing?
