Trade Center Management Associates (TCMA) –
37 Special Agents Parking Spaces with 24/7 Access
SS-OIG-26-050

The Treasury Office of Inspector General (TOIG) requires 37 parking spots for TOIG vehicles with secure 24/7 access with the ability of unlimited overnight parking at the current facility. The Treasury Common Services Center, on behalf of TOIG, intends to make an award on a sole source basis to Trade Center Management Associates (TCMA), 1300 Pennsylvania Avenue, NW, Mail Box 256, Washington, DC 20004. The need date for this is 9/1/2026. The period of performance will be for a 12-month base year and two 12-month option years.
TOIG Special Agents, located nearest this specific location, are provided with individually assigned law enforcement government owned vehicles (GOV’s) to accomplish their mission for which they are responsible. As such, TOIG requires that these GOV’s be routinely housed/parked nearest the building of TOIG located at 1500 Pennsylvania Avenue NW, Washington, DC 20220, to ensure the safety and preservation of equipment and to limit outside exposure of sensitive investigative material. The parking facility must not block in or take keys for our law enforcement vehicles.
Subject to final approval, The Treasury Common Services Center (TCSC), on behalf of the TOIG, intends to negotiate a sole-source procurement in accordance with FAR 6.302-1(a)(2), to Trade Center Management Associates, 1300 Pennsylvania Avenue, NW, Mail Box 256, Washington, DC 20004 for thirty-seven (37) parking spaces located at 1400 K Street NW, Washington DC 20005.
NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. TCSC will consider responses to this request and shall be submitted on or before 10:00 a.m. ET on August 6, 2026, by email to purchasing@fiscal.treasury.gov , Attn: AM/KZ. Responses must include sufficient evidence that clearly shows your company is capable of providing the requirement described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, TCSC will make award on a sole source basis to Trade Center Management Associates (TCMA).

Intent to Sole Source - Subscription Service for Kpler, INC.The U.S. Department of the Treasury intends to award a sole source firm-fixed-price contract to KPLER Inc. for a subscription to its commercial-off-the-shelf research database, which provides critical data and analytics to the Office of Terrorism and Financial Intelligence. The service includes comprehensive access to marine traffic data from one of the world’s largest AIS vessel tracking networks, covering over 400,000 vessels daily across 6,200 terrestrial and satellite receivers, along with detailed vessel attributes such as ownership, financial interests, and technical management. Additionally, the subscription grants full access to Kpler Terminal, enabling real-time monitoring of global flows for over 40 commodities including crude oil, LNG, and Dry Bulk, with integrated Risk & Compliance features to detect sanctioned cargo, ship-to-ship transfers, and spoofing. Enhanced modules for crude oil supply and demand analysis and global refinery operations further support the Treasury’s mission to track and analyze illicit financial activity tied to energy markets. The agency has determined KPLER Inc. is the exclusive source due to its proprietary and patented hardware, software, and algorithmic technologies that cannot be replicated by other vendors. The contract is structured with a 12-month base period and four optional renewal periods, extending the potential performance timeframe from September 1, 2026, through August 31, 2031. This notice is not a solicitation but serves as an opportunity for other responsible sources to demonstrate their ability to meet the same requirements without duplication of cost or unacceptable delays. Interested parties must submit a capability statement by 2:00 PM EDT on July 27, 2026, including company details, UEI, point of contact information, experience with government or commercial valuation services, geographic presence, contract history, and any applicable strategic contracts such as GSA schedules. Responses will be evaluated solely to determine whether competition is warranted; failure to receive affirmative submissions will result in the award proceeding directly to KPLER Inc. All submissions must be sent electronically to the designated Contracting Officer, and no reimbursement will be provided for preparation costs.
