The proposal includes three apartment buildings—Building 1 with 12 units over four stories, Building 2 with nine units over four stories, and Building 3 with six units over three stories—along with a two-story, two-unit detached accessory dwelling unit, totaling 29 residential units, three of which are reserved for Very Low-Income Households. Pre-development activities include extensive site grading, involving approximately 20,500 cubic yards of cut and 100 cubic yards of fill, with an estimated 23,000 cubic yards of earth to be exported to account for soil expansion, necessitating the approval of a haul route. A Phase I Environmental Site Assessment is required, with remediation mandated if hazardous substances are discovered, and no certificate of occupancy may be issued until full cleanup is completed. The project is authorized under a statutory exemption of the California Environmental Quality Act (PRC 21080.66), which is contingent upon stringent tribal consultation requirements enforced by the Kizh Nation. Tribal monitors must be present during all ground-disturbing activities to ensure compliance with California statutes governing Native American cultural resources, including immediate work stoppage upon discovery of human remains or burial goods, and the Kizh Nation retains full authority over the recovery, retention, and use of all discovered cultural materials. The applicant must indemnify the City of Los Angeles against litigation costs and provide an initial deposit of at least $50,000, with potential supplemental deposits required, while also compensating the tribal monitor at a reasonable rate determined in good faith based on project scope and duration. Daily monitoring logs must be maintained and made available upon request, and all tribal protocols,

Ax Sherwood Avenue Residential ProjectThe City of Los Altos is forecasting a residential redevelopment project at Sherwood Avenue that involves demolishing existing commercial and single-family structures to make way for seven new three-story townhouse buildings totaling 33 units, each equipped with a private garage and a maximum height of 36.5 feet. The project aims to capitalize on the State Density Bonus Law to secure a concession concerning the bedroom distribution for affordable housing units, while also seeking waivers from multiple development standards including commercial floor area limits, setbacks, building step-backs, articulation requirements, open space allocation, ground-floor design, window recesses, entrance orientation, loading provisions, and pedestrian-scaled entrance features. These waivers are intended to facilitate the proposed design and density while maintaining compatibility with the neighborhood context. The project is positioned as part of a broader effort to increase housing density and diversity in Los Altos, with a focus on mixed-use and transit-oriented development principles even though no commercial components are retained beyond the initial demolition. The primary point of contact is Brittany Whitehill, Senior Planner at the city, who can be reached via email or phone, with additional correspondence handled by Jia Li of Alpha Inbay. The project is publicly listed under CEQA Net with a posted date of August 7, 2026, and is expected to progress through environmental review and permitting processes typical for residential developments in California. The location is clearly defined as Los Altos, California, with a ZIP code of 94024, and no federal or state set-aside provisions are indicated for this municipal initiative.
