This is a Notice of Intent to Sole Source announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized or appropriated for this effort. The Department of Veterans Affairs, Network Contracting Office 2, on behalf of the New Jersey VA Health Care System (NJ VAHCS), is issuing a notice of intent to pursue a non-competitive procurement with: JMC Solutions, LLC, 5630 Heirloom Dr, Murfreesboro, TN 37129. The NJ VAHCS has a requirement for five (5) Helios+ UV-C Disinfection Systems manufactured by Surfacide, LLC. Each system includes the following parts: Automated Triple Emitter Whole Room Microbial Reduction UV-CSystem. Includes 3 emitters, 1 control tablet, 1 joiner with tablet holder, 1 joiner with motion sensor, 1 Joby tripod with motion sensor (Manufacturer Part Number: 1271000). JMC Solutions has been determined as the only one responsible source as determined in accordance with procedures prescribed in FAR 12.102 and the anticipated contract action is hereby publicized in accordance with FAR 5.101. The purpose of this notification is to communicate the Government s intent to solicit and award a non-competitive purchase of these items. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. The NAICS code is 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing. The Product Service Code is 6530 Hospital Furniture, Equipment, Utensils, and Supplies. This non-competitive award is implemented by FAR 12.102(b), as it has been determined that JMC Solutions is Surfacide s Service-Disabled Veteran-Owned Small Business (SDVOSB) authorized distributor. The Government intends to procure this sole source requirement under FAR Part 12 - Acquisition of Commercial Products and Commercial Services . This notice of anticipated contract action is published as required by 15 USC 637, USC 1708, and implemented by FAR 5.101. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, all responsible sources may submit a capability statement which shall be considered by the Government. All capability statements must be received by no later than 12:00PM Eastern Standard Time on June 17, 2026. Responses must be submitted to Jonathan Kilgore, Contracting Officer at Jonathan.kilgore@va.gov. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
