The 50th Contracting Squadron at Schriever Air Force Base, Colorado plans to award a sole source contract to DLT Solutions Incorporated, a small business, for the procurement of AutoDesk software upgrades and one-year subscription renewals. DLT Solutions is identified as the only certified reseller authorized to provide AutoDesk software to the government with applicable government pricing, making them the sole source capable of fulfilling the agency’s requirements. This procurement involves upgrades and renewals of existing AutoDesk software licenses, a necessity given AutoDesk’s exclusivity as the name-brand that meets the technical needs. The contract will be executed under the authority allowing for other than full and open competition due to only one responsible source being available, as per applicable federal regulations and statutes. The process outlined in the notice clarifies that this is not a solicitation for competitive proposals or quotes, and the determination to bypass competition rests solely with the government. An ombudsman has been appointed to facilitate resolution of any concerns related to this acquisition, though the ombudsman holds no decision-making authority and is distinct from the contracting or evaluation officials. Interested parties are first directed to raise any issues with the contracting officer before approaching the ombudsman. Contact for questions regarding the requirement is provided by designated contracting specialists at Schriever AFB, and no solicitation will be publicly posted given the sole source nature of the contract. The reference number for this requirement is F3R3D07169A001, categorized under NAICS code 423430.
