The Department of the Air Force, through the Air Force Material Command's Electronic Systems Center, intends to award a sole source contract to Northrop-Grumman Information Technology for the provision of a single RF server license for a 2.45GHz software module. This acquisition is justified under the authority of FAR 6.302, indicating that the required supplies or services are available from only one or a limited number of responsible sources, thereby exempting the contract from competitive bidding. Although this is not a request for competitive proposals, the government will consider any proposals received within ten days of the notice's publication to determine whether a competitive procurement is necessary. The final decision on whether to compete the contract rests solely with the government. The contracting office has designated contacts for inquiries and clarifications, including a Contract Specialist and a Contracting Officer, whose details are provided in the notice. Additionally, an Ombudsman has been appointed to address any unresolved concerns or confidential issues raised by offerors or potential sources. The Ombudsman acts as an independent liaison without authority over contract evaluation or source selection, ensuring that contractor grievances are communicated transparently while maintaining confidentiality when requested. This action is classified under general-purpose ADP equipment and software with solicitation number F01620-02-R0014 and reflects the Air Force's procedural adherence in awarding specialized IT software licenses essential for its operations.
