This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A document labeled Large Format UV Color Printer  FedBizOpps, in an easy to read format containing the same information as stated below is posted to https://sdguard/sdguard/Contract_Sol.asp under the tab SDNG Contract Solicitations. This solicitation is issued as a request for quote, solicitation number W91NZ4-7204-0002. The USPFO for South Dakota located in Rapid City, South Dakota has a requirement for 1 each MacDermid ColorSpan Model 5460uv brand name and model or equal to. The USPFO for South Dakota intends on awarding a contract pursuant to FAR Part 13. Salient Characteristics associated with this acquisition are: 1. Capability to print on roll fed and rigid material (for example Fome-Core and PVC Sheets). 2. Ink must be water resistant with long term (6 months minimum) outdoor exposure rating. 3. Print material up to 4 feet wide. 4. Auto Adjustable Head Height. 5. Self-Maintaining Printheads. 6. Extended Gamut, UV-curable, pigmented inks which have no solvent odors. 7. Print resolution of 1200x600 dpi. 8. Must offer the characteristics equal to or better than the model specified. 9. Must meet Buy American Act. Since this is a total small business set aside, designated countries listed under the Trade Agreement Exceptions are not eligible. If the offeror is not proposing the MacDermid ColorSpan Model 5460uv Large Format Printer they are required to submit technical data about their large format printer to demonstrate the item offered meets the Governments requirements. This notice incorporates provisions and clauses in effect through the Federal Acquisition Circular 2005-15. Offerors shall provide the unit price for the printer and total amount, inclusive of shipping costs (FOB Destination). Equipment shall be shipped to the USPFO for South Dakota Warehouse, Building 456, 2823 West Main St, Rapid City, SD 57702-8186. Offerors must submit a completed copy of FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS  COMMERCIAL ITEMS with the price quote or may complete the representations and certifications on the internet at http://orca.bpn.gov. Failure to include the certification along with a quote will render an offeror ineligible for award. Evaluation for award shall be made in accordance with FAR Part 13, Simplified Acquisitions Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. The government intends to award a Firm-Fixed Price contract res ulting from this notice on an all or none. Offerors are required to meet the minimum mandatory specifications listed in the above Salient Characteristics. Evaluation will be performed by the Governments Technical Team and will be based on technical and price related factors. Technical factors are more important than price related factors. The proposal best meeting the Governments need will be selected. Contractors must be capable of accepting electronic fund payment for this procurement.
